Disconnection from the central heating

The question of whether it is possible to disconnect from central heating is extremely relevant today. Often, the quality of services provided by public utilities makes much to be desired and you have to use additional heating devices to maintain a normal temperature in the apartment (heaters, oil radiators, fan heaters). Due to this, the already considerable utility bills increase significantly.

A little bit about the legal framework. In general, you can perform the procedure for disconnecting from the system, even if you live in a multi-storey building. At the legislative level, all the rules and features of the procedure are spelled out in the rules and regulations, although people often look for a law on disconnecting from central heating:

• "Rules for providing central heating, cold and hot water supply and drainage services" (Cabinet of Ministers of Ukraine Resolution No. 630 of July 21, 2005).

• "Procedure for disconnecting individual residential buildings from central heating systems, hot water supply in case of refusal of consumers from district heating" (Ministry of Construction, Architecture and Housing And Communal services of Ukraine Order No. 4 of 22.11.2005).

The above-mentioned documents provide information that if you want to disconnect from the central heating system, you must have the appropriate technical capability. As well as taking into account the city's heat supply scheme, officially approved by local authorities, in accordance with current legislation. (Law of Ukraine "About heat supply") It is important that when disconnecting the old and subsequent operation of the new heating system, the uninterrupted operation of all the necessary equipment of the house is ensured, compliance with building regulations is guaranteed, as well as compliance with the relevant rules for designing residential buildings, ventilation and construction heating equipment.

Thus, as a consumer, you have the full right to refuse services that are not provided with sufficient quality. And the widespread low quality is primarily due to the fact that central heating was laid at the design stage of the house. Our housing stock and communication systems are worn out by 90% and every year the situation is only getting worse – rates are rising, the heat in the apartment is becoming less.

Procedure for disconnecting from central heating

So, you need to go through 6 steps – in order to change the old central heating system to a new one.

1. Specify the coordinates of the Commission. To ensure that consumers can be disconnected from central heating, local self-government bodies create a special Commission.

2. Submit an application to the Commission. The application states the desire to disconnect from the system, as well as the reason why this procedure should be performed. You must add to the application the minutes of the meeting of residents of the house. It should record the decision to create an initiative group, and the decision to disconnect should be supported by all apartment owners in the specified residential building.

3. Monitor the work of the Commission. It takes a month to review the issue and make a decision. To do this, the possibility of arranging individual or Autonomous heating system, to gather information on the feasibility of the supply system as the village and house in particular.

4. Get agreement with the list of conditions for the heating project. If such opportunities are available and the Commission is provided with all the necessary documents, a positive decision is made. The applicant receives a list of conditions under which the project should be developed. The project, in addition to the General scheme of individual or Autonomous heating, also provides for: a method for heating common areas of the house, the possibility of reconstructing the existing system.

5. Monitor the implementation of the project. The project is implemented by the installation organization with which the contract is concluded. In the process of work, the owners of the house or their representatives, representatives of the service provider and apartment owners must participate.

6. Sign the certificate of disconnection. After finishing the installation work, you must sign an official document – an act about disconnecting from the central heating system.

Autonomous heating systems – alternative methods of heating multi-storey buildings

Due to the poor quality of services provided, entire cities began to refuse centralized heating. Individual and Autonomous systems can easily replace outdated Central heating, which does not meet the needs of residents of apartment buildings.

So, in 2016, Marganets, Nikopol, and Pokrov were able to fully or partially implement the decentralization project – they were disconnected from Central heating. The main reason for such a mass decision was the poor quality of services provided. Cities that chose to abandon the centralized heating system faced some problems related not only to the implementation of a new heating method, but also to the emergency repair of other systems – electric and gas.

The first solution is infrared heating systems. Cities that chose electric heating, with the arrival of the first cold weather, were forced to carry out repairs in an enhanced mode, when outdated transformers burned out, which could not withstand the new load. Faced with this problem, local authorities found an alternative to powerful electric heaters – cost-effective infrared Teploceramic panels, whose power ranged from 400 W to 1000 W maximum. By installing such infrared heaters in apartments, it was partially possible to reduce the load on the power grid, and by installing temperature controllers, it was possible to reduce the total electricity consumption.

The second solution is gas heating. An alternative option is gas heating and, as an example, the city of Pokrov that has chosen it. In this city, the heating season was calmer, because the power grid was not so much involved. However, the level of spending by apartment owners on gas heating completely negated the entire possible economic effect of abandoning centralized heating.

The choice is obvious. Electric heating for residents of high-rise buildings is a more economical option both in the cost of the equipment itself and in monthly payments for electricity. Yes, Marganets and Nikopol, who chose electric heating, were forced to develop and improve the city's power supply system, but such investments in the city's power system eventually benefited both the city's budget and the budget of each citizen. After all, the use of cost-effective infrared panels in combination with the installation of double-zone meters significantly saves the family budget, while allowing you to stay in warm housing during the heating period.

Obviously, there is an alternative to Central heating. It is possible to refuse it in order to get really high – quality services for the money we pay, and the positive experience of the cities of the Dnipropetrovsk region proves this.
